Ed Vodrazka, 50, feels he'll be hearing a call come in over the radio any day now announcing a capsized boat with over twenty undocumented migrants in the heavy surf off of Torrey Pines State Beach. As a lieutenant lifeguard at Torrey Pines State Beach , Vodrazka would be the first to respond. He has seen four boats wash ashore and keeps a vigilant watch for others.
